How Much Do ChatGPT Ads Cost? CPM, CPC, Minimum Spend, and Service Fees

TL;DR: ChatGPT ads use three pricing models: CPM, CPC, and oCPC. OpenAI suggests a starting CPC max of $3–5, the auction is a relevance-weighted second-price, and daily budget is a 7-day average (a single day can spend up to 2x, the week up to 7x). But the number that decides your real cost is not cost per click, it is the fixed cost of getting in: an overseas entity, account, and Persona verification. The managed pilot minimum fell from $200k to $50k, while self-serve has no hard high barrier, so those are two different doors. On a managed line, white products add a 3–5% service fee on spend. This guide breaks down each layer and gives a 3-channel cost table so you can set a sensible test budget.

Three pricing models

Same logic you already know from Meta and Google:

ModelBasisBest for
CPMper 1,000 impressionsreach, brand
CPCper clicktraffic, cost control
oCPC / conversionbid to conversionswhen Pixel/CAPI is installed

Start with CPC early, because cost per click is the easiest number to line up against your existing Meta and Google data. Move to oCPC once the Pixel has enough conversion history.

How CPC and daily budget work

OpenAI suggests a starting CPC max of $3–5. Three mechanics to remember:

  1. Relevance-weighted second-price auction: you usually pay below your max bid, and high relevance lowers your real cost, so relevant creative and landing pages often beat simply raising the bid.
  2. Daily budget is a 7-day average: up to 2x in a day, up to 7x across the week. A spiky day is normal.
  3. Reported Gulf-region white-product CPM sits around $7 (a figure we heard on the buying side, not an official number, useful only for order of magnitude).

Here is where the roundups mislead. Many "ChatGPT ads cost" posts present "no minimum, a few dollars CPC" as the rule, but that is the self-serve side. AdExchanger reported through 2026 that the large-advertiser pilot minimum fell from $200k at launch to $50k, so self-serve and pilot are different doors. More important, the same coverage noted early advertisers could not spend their budgets: since ChatGPT ads launched, frequency and inventory have been thin. The question is not "what is my cost per click," it is "can this line actually spend its budget at current inventory." By 31 August 2026 the ad business reached a $1 billion run rate at about 2.5% of total revenue, which is fast growth off a small base, not a mature market.

The real cost: fixed entry cost

From the buying side, the big cost right now is not per click, it is whether you can get in. Three fixed costs: an overseas entity (Taiwan is not on the self-serve list, so you need a US or UK entity or a managed buyer), account opening and Persona verification (with country, currency, and time zone locked once created), and measurement setup for the Pixel and CAPI. These are one-time, but they decide whether the channel is worth it at all. For most SMBs outside eligible markets, outsourcing that to a managed buyer for a 3–5% variable fee beats forming an overseas company, unless you already have the entity.

Managed service fee

Field note (2026-09): the white-product managed lines we have dealt with bill about 3–5% of spend, often with roughly 15 days of free testing first. Spend $10,000 in media, the fee is about $300–500. Account opening is usually free through an agency (the buyer takes a rebate on account spend). Treat that as one arrangement, not an official rate. What makes it reasonable is not whether the 3–5% is high, it is the structure: account under your name, media funded by you, free test before any fee.

Three-channel cost table

Compare the barriers, not one CPM (fees estimated from the white-product managed range):

A practical test-budget calculation: at a mid CPC of $4 and a 500-click sample, media is about $2,000, plus roughly 3–5% on a managed line. Treat that as a loss-limit, run 2–4 weeks, and keep it near 10% of your mix while Meta stays the base. FAQ

How much do ChatGPT ads cost? Three models: CPM, CPC, oCPC. CPC starts around $3–5, daily budget is a 7-day average. The real cost is the fixed entry cost (entity, account, verification), not per click.

Is there a minimum spend? Self-serve has no hard high barrier; the large-advertiser pilot minimum fell from $200k to $50k. Two different doors.

What is the managed service fee? White-product managed lines run about 3–5% of spend, often with roughly 15 days of free testing first. Not an official rate.

How much should a first test line budget? At a $4 CPC and 500 clicks, about $2,000 in media plus a 3–5% managed fee. Treat it as a loss-limit and run 2–4 weeks.

Why can't I spend my budget? Inventory and frequency have been thin since launch, so the system may not have enough suitable conversations. That points to small tests, not heavy spend.

Verification: pricing and bidding mechanics checked 2026-09 (OpenAI ad policy, help.openai.com); minimum-spend changes and inventory issues from AdExchanger 2026; revenue context from Quartz. Numbers change fast; defer to OpenAI's latest announcements.
