How to Advertise on ChatGPT in 2026: Placements, Cost, Countries, and What Nobody Tells You

TL;DR: ChatGPT Ads began testing in February 2026, opened a self-serve Ads Manager in May, and by late August OpenAI said the business had crossed a $1 billion annualized revenue run rate across 40+ countries. Three things the "how to advertise on ChatGPT" blog posts get wrong: the $1B figure is an annualized run rate, not money already earned (ads are roughly 2.5% of OpenAI's total revenue); ads only show to Free and Go users, so paid Plus and Pro users never see them; and the real bottleneck right now is not your bid, it is inventory and account access. Placements sit below the answer, labeled sponsored. You bid CPM or CPC, with a suggested CPC max around $3–5. If you are outside the self-serve country list, you either need a legal entity in an eligible country or you run through a managed buyer. This guide covers the placement, the timeline, country eligibility, real cost structure, allowed and prohibited industries, self-serve versus managed, and the GEO angle most advertisers miss, written from the seat of a team that actually buys paid media.

One correction up front, because almost every roundup repeats it. When OpenAI announced "$1 billion annualized revenue run rate" in late August 2026, a run rate extrapolates a recent slice of revenue out over a year. It is not a billion dollars banked. The same reporting from Quartz and AdExchanger put OpenAI's 2026 ad target near $2.5B and noted ads sit at about 2.5% of total revenue. Read that as a channel growing fast but still early, not a mature pool of demand.

What ChatGPT ads actually are

ChatGPT ads are sponsored units OpenAI places below the assistant's answer. They are labeled sponsored and kept visually separate from the response. The creative fields look a lot like search ads: advertiser name, favicon, headline, description, image, and landing page.

Who sees them is the detail most guides get wrong:

  • Ads appear only to Free and Go users. Plus, Pro, Business, Enterprise, and Edu see no ads at all.
  • Accounts assessed as under 18 are excluded.
  • Temporary Chat shows no ads.

From a buyer's seat, the "Free and Go only" rule has a real consequence. You are buying the attention of people who have not upgraded yet. For mid-to-low ticket white products, think consumer electronics, everyday goods, jewelry, ecommerce, that audience converts fine. But if your product needs the kind of buyer who happily pays $20 a month for Plus, this placement structurally cannot reach them. No creative fixes that. Decide whether your customer sits on the Free/Go side before you build a single ad.

Ad selection is not exact keyword matching. It blends the current conversation context, your landing page and copy, and the ad group's context hints, so there is no guarantee your ad shows in any specific conversation. Advertisers get aggregate performance only, never the chat content.

Timeline: from test to "$1 billion"

Dating every claim is basic hygiene for judging how mature this channel is.

Mar 2026Expands to Canada, Australia, New Zealand
May 2026Self-serve Ads Manager beta, CPC bidding, Pixel / CAPI measurement

Here is a gap worth knowing. Trade coverage from AdExchanger through 2026 reported that early advertisers struggled to spend their budgets. The minimum looked attractive on paper, but frequency and inventory were thin, so money did not go out the door, and the pilot minimum fell from $200,000 at launch to $50,000. That tells you the "no minimum, $3–5 CPC" self-serve story and the managed pilot are two different doors. It also tells you the current constraint is not how much you are willing to pay, it is whether there are enough conversations for your ad to serve against.

Which countries can advertise on ChatGPT?

Straight answer: it depends on a fixed list, and it changes fast. As of September 2026, OpenAI's self-serve Ads Manager availability (help.openai.com, checked 2026-09) covers the US, Canada, UK, Ireland, Australia, New Zealand, Japan, South Korea, India, Brazil, Mexico, much of Europe, and several Middle East and North Africa markets. Taiwan, Hong Kong, Singapore, Vietnam, the Philippines, and Thailand are not on the self-serve list.

If your market is not listed, you have three paths:

  1. Wait. Register an OpenAI account with a work email and get in line for your market to open.
  2. Use a legal entity in an eligible country. A US or UK company plus that country's payment method can open a self-serve account, after Persona identity and business verification. Highest barrier, because you need the overseas entity, card, and verification.
  3. Run through a managed buyer. The account sits under your name, you fund the media, and a team that already holds the overseas entity and account access handles setup, audiences, and creative.

Field note (2026-09): we have dealt with teams running this channel as a managed service. For white products, electronics, everyday goods, jewelry, account opening usually goes through an agency relationship and is free to the advertiser, with billing structured as roughly 15 days of free testing first, then a service fee of about 3–5% of spend once results stabilize. That is friendly to advertisers still on the fence, because you do not pay the service fee up front and the account stays under your name. Treat those as one arrangement we saw, not an official rate card. The point is that managed buying is normal here, not some exotic workaround.

What does ChatGPT advertising cost?

Three pricing models, and they map cleanly onto what you already know:

ModelBasisBest for
CPMper thousand impressionsreach, brand
CPCper clicktraffic, cost control
oCPC / conversionbid to conversionswhen Pixel / CAPI is installed

OpenAI suggests a starting CPC max bid of $3–5. The auction is a relevance-weighted second-price auction. Daily budget is treated as a seven-day average, so a single day can spend up to 2x and the week up to 7x. Do not panic at one spiky day. Measurement supports the OpenAI Pixel plus a Conversions API (dedupe with a shared event ID), a click reference parameter called oppref appended to the landing URL, automatic advanced matching, modeled conversions, and your own UTMs.

Comparing the real barriers across channels is more useful than staring at one CPM. Here is what to weigh when you slot ChatGPT ads into an existing mix (service fees estimated from the white-product managed range):

DimensionChatGPT AdsMeta AdsGoogle Ads

Placement audienceFree / Go users onlyEveryoneEveryone
Inventory maturityEarly, may underspendMatureMature
Managed service fee (white, est.)~3–5% of spendvariesusually higher
Your main headacheEntity + accountCreative + bansKeywords + Quality Score

The cost of ChatGPT ads today is less about cost per click and more about the fixed cost of getting in, the overseas entity, account, and verification. That is exactly why most advertisers outside eligible countries outsource that fixed cost to a managed buyer.

Allowed and prohibited industries

OpenAI's ad policy sorts businesses into three tiers (policy checked 2026-09):

Allowed: household and consumer goods, local services, travel and entertainment experiences, digital products and education.

Limited (pre-approval, case-by-case human review, license may be required, generally US only): financial services, healthcare, legal services.

Disallowed: gambling, adult content and dating, alcohol and tobacco, recreational drugs, counterfeits, political and controversial social issues, scams and impersonation, unproven health claims, and more.

One thing the roundups gloss over: disallowed categories are blocked at the advertiser level, not the creative level. If your core business sits in a prohibited category, you do not clear the account stage, so there is no "get approved first and see" path. On top of that, ChatGPT ads require the landing page to be crawlable by OpenAI's bot (OAI-AdsBot), which means robots.txt has to allow it and you cannot gate by region or user agent. The Meta playbook of a safe page plus traffic splitting does not port over. If your category is restricted and you want to evaluate other channels, message us and we will walk through it one to one.

Self-serve vs managed: the flow

StepSelf-serveManaged

Paymentoverseas cardyou fund media, account under your name
Audience / creative / landing pageyou build itthe buyer builds it
Billingmedia onlymedia + service fee (~3–5% white)

The biggest self-serve trap is that account country, currency, and time zone are locked once created, and you should not resubmit during review. The biggest managed trap is trust, which is why "account under your name, you fund the media, free test before any fee" is the practical test of whether a managed team is worth working with.

Stuck on the overseas entity and account? That is the gap we close: managed ChatGPT ads for white-product categories, account under your name, you control budget, we run media and creative. Talk to us about your category and target markets.

ChatGPT ads vs Meta and Google: the honest read

Our day job is buying Meta media, so this is feel, not theory. Meta has the deepest inventory and the heaviest ban risk, and it is still where you go to scale fast. Google has the clearest intent and the old keyword-plus-Quality-Score math, steady but expensive. ChatGPT ads read like intent-driven search, not a replacement for social reach. The value right now is early positioning against thin competition. The cost is thin inventory, murky attribution, and the overseas-entity hurdle outside eligible markets.

Practical call: if you already run Meta and it is stable, ChatGPT ads are a small test-and-position line right now, not a primary budget. Open one line through an eligible entity or a managed buyer, start CPC at $3–5, treat daily budget as a seven-day average, install Pixel and CAPI, and run two to four weeks before deciding to scale. Do not skip GEO: get ChatGPT to recommend you

The most counterintuitive and maybe most important part. Being seen inside ChatGPT is not only about buying ads. When a user asks ChatGPT to recommend a good option in your category, the brand the assistant names gets higher-trust exposure than an ad, with no placement fee. That practice has a name: GEO, Generative Engine Optimization.

GEO versus SEO: SEO gets you into Google's ten blue links; GEO gets ChatGPT, Perplexity, and Google's AI Overviews to write you into the generated answer. The concept traces to GEO research on arXiv (Generative Engine Optimization, 2024). In practice you structure content into self-contained passages, put facts into dated tables with authoritative sources, and make it easy for the model to lift a whole passage.

Why GEO belongs in an ads guide: for ChatGPT specifically, GEO is often a better deal than buying ads. Ads carry a placement fee, inventory limits, and the entity hurdle. GEO is a one-time content asset that keeps earning citations. Run both legs: ChatGPT ads for early exposure, GEO for a durable recommendation asset. FAQ

Can I advertise on ChatGPT from an unlisted country like Taiwan or Singapore? Not through self-serve. Those markets are not on the Ads Manager list (checked 2026-09). You need a legal entity in an eligible country or a managed buyer whose account sits under your name while you fund the media.

Will my ad show in a specific conversation I target? No. Selection blends current conversation context, your landing page and copy, and ad-group context hints. There is no exact keyword match and no guarantee of a specific chat.

Do paid ChatGPT Plus users see ads? No. Ads appear only to Free and Go users. Plus, Pro, Business, Enterprise, and Edu have none.

Can gambling or casino brands run ChatGPT ads? No. Gambling is disallowed and blocked at the advertiser level, and the landing page must be crawlable with no region or UA gating, so Meta-style cloaking does not transfer. Restricted categories should evaluate other channels; message us to talk it through.

How much do ChatGPT ads cost, and is there a minimum? Self-serve has no hard high barrier and a suggested CPC of $3–5, but the managed pilot minimum fell from $200k to $50k, so the two doors differ. The real cost is the fixed entry cost: overseas entity, account, verification.

How is the managed service fee calculated? The white-product managed arrangements we have seen run about 3–5% of spend, often with roughly 15 days of free testing before any fee. Not an official rate; it varies by team.

Verification: OpenAI policy, placement, and country details checked 2026-09 (openai.com policy pages and help.openai.com Ads Manager docs). Run-rate, minimum-spend changes, and inventory issues drawn from Quartz, AdExchanger, and Adweek reporting, August 2026. GEO concept from arXiv. ChatGPT ads change quickly; defer to OpenAI's latest announcements for current policy and country availability.
