Steps 1–3: account and verification

Registration is simple: a work email at ads.openai.com, then company name, site, logo, and industry. The real gate is step two.

  • Verification runs through Persona for identity and business checks.
  • After that you enter a manual review queue that cannot be rushed.
  • Do not resubmit during review; it slows things down.
  • Account country, currency, and time zone lock once created.

Step two is exactly where advertisers in unlisted markets stall. Persona business verification wants a legal entity in an eligible country, and a Taiwan company cannot clear it, because as of 2026-09 Taiwan is not on the self-serve list. That is structural, not a form-filling trick. So decide your path before you touch verification: an overseas entity means self-serve, no entity means managed. Do not burn three weeks in the queue before discovering you cannot pass.

Step 4: build the Campaign

The Campaign layer sets four things: objective (Reach, Clicks, or Conversions), budget, dates, and geo. Match the objective to your measurement: choose Conversions only if Pixel and CAPI are installed, otherwise you get impressions and clicks only.
